STOVE SELECTION CRITERIA
The selection criteria is formulated around the provision of service quality to end-users. In order to achieve higher levels of service quality, the programme is seeking “gasifier” stoves, either natural draft or fan/forced-air that meet the eligibility criteria set below. Gasifier stoves are defined as:
"Gasifier stoves force the gases and smoke that result from incomplete combustion of biomass fuels back into the cookstove's flame, until almost complete combustion has occurred, resulting in very few if any emissions. Gasifier stoves are also known as Top Lit Updraft (TLUD) stoves because some fuel is lit from the top of the stove, which forces combustible gases to pass through the flame. Gasifier stoves can also include a fan, to improve mixing of flame, gas, and smoke and to reduce emissions." Global Alliance for Clean Cookstoves website.
The process for Sellers to get their gasifier stove models eligible for The Stove Auction is in two stages. The first stage is “Pre-selection”. During this stage prospective Sellers will submit independent lab reports according to WBT version 4.2.3 with IWA Tier classifications including a safety rating. The Tier ratings would need to meet the requirements of the programme as stated on the next slide.
Once The Stove Auction has determined that the stove model meets the pre-selection criteria, the prospective Seller would ship three samples of the stove model to the respective country (e.g. Cambodia) for local controlled cooking testing (CCTs) to be conducted by the programme teams. The CCTs will determine fuel savings of the gasifier stove compared to the most prominent baseline stove(s) in the country. If the gasifier stove achieves 10-19% fuel savings plus an IWA Tier rating of 2 or higher for Total Emissions and IWA Tier 3 or higher for Safety it will be classified in the programme’s “Standard Level” and if the fuel savings are 20% or higher plus the IWA Tier for Total Emissions is 3 or higher and IWA Tier 4 for Safety, then the gasifier stove will be classified in the programme’s “Premium Level”. Local distributors who distribute Premium Level stoves receive a higher RBF incentive than if they distributed Standard Level gasifier stoves.
Other considerations during selection are the durability of stoves, especially fan/forced-air, the warranty and the plan for after-sales service and availability of spare parts, lead time for producing and shipping stoves to The Stove Auction, provision of promotional materials.

NOTE:
- If a gasfier stove has an IWA Tier 3 or higher in Total Emissions and IWA Tier 4 in Safety, but the fuel savings are less than 20% (but higher than 10%) than the stove will be classified as a Standard Level stove. The Seller at their cost and in collaboration with SNV, pay for Kitchen Performance Tests (KPTs) to be conducted in households that have purchased their stoves to determine fuel savings. If fuel savings from the KPTs result in 20% or higher, than their stove will be re-classified to Premium Level for future stove sales. If the KPT does not result in 20% or higher fuel savings, than their stove remains as a Standard Level.
- If a gasifier stove is IWA Tier 2 or higher in Total Emissions and IWA Tier 3 or higher in Safety, but the fuel savings are less than 10% but not worse than the baseline, the gasifier stove will get a provisional approval in the Standard Level. At a time no later than 6 months after the first sales of the stoves to end-users takes place, the Seller at their cost and in collaboration with SNV, pay for Kitchen Performance Tests (KPTs) to be conducted in households that have purchased their stoves to determine fuel savings. If fuel savings from the KPTs result in 10% or higher, than their stove will receive permanent approval in the Standard or Premium Level depending on the fuel savings achieved and their IWA Tier rating for Total Emissions and Safety. If the KPT does not result in 10% or higher fuel savings, than their stove is no longer eligible for The Stove Auction.
